What is the proceedure to report either good or bad history to the three credit credit reporting agencies, and how does a business qualify for being able to do so?

   You should look up the the many different laws regarding this subject, both state and federal, but a quick, safe answer to this question is any business that has at least 100 active accounts on which they collect monthly payments.
