Can an agency put security freeze on a person’s credit report w/o permission.
With a security freeze individual cannot access his or her own credit report.

A security freeze can be placed on your credit file
by yourself or by the credit reporting agency
providing the file, either by your request, or by
the agency receiving information that your ID
may have been compromised or by evidence
of potential fraud.
Once you prove your identity to the credit
reporting agency, you should be able to demand
the freeze be lifted. Contact the agency
directly (Equifax, TransUnion, Experian) to
determine their procedure.
